Sahl ibn 'Abdallah at-Tustari (d.
173H.) was one of the Salaf quoted widely by 'ulema of all the schools.
He kept company with Dhu'n-Nun al-Misri who had taken the Muwatta directly
from Imam Malik.
Al-Qurtubi in his renowned Tafsir quotes him, in his commentary on the
ayat:
"... obey Allah and obey the Messenger and those in command
among you..."
as ordering:
"Obey the Sultan with respect to seven things: the minting
of the dinar and the dirham, fixing weights and measures, legal judgements,
Hajj, Jumu'ah, the two Eids and Jihad."
